Change the line above to

RatedSource() -> DynamicUDPIPEncap() -> EtherEncap() -> Queue -> 
LinkUnqueue() -> Queue -> ToDevice()

LinkUnequeue in my experience works much better than DelayShaper and 
Bandwidthshaper combined.
