[Click] click modular router ?

Hello,
Please I have a question about the click modular router capacities :
Can use click (by developing my owen  element ) like a hooking method, so I intercept the outgoing packets in eth0 before leaving my host,  make some change in the IPHeader and re-send them to the same interface eth0.
