[Click] Element with dynamic behavior

Hi Folks,

Is that possible to create a element that creates bandwidthshaper on the fly based on the number of user flow (source IP address). The purpose is to regulate each user's bandwidth dynamicly and then aggregate the packets flows from each user (or from the output of each bandwidthshaper) again. 

So we could use this element this way in configuration file. 

FromDevice(eth0)->some process->myelement->further processing->ToDevice(eth1)   

If it is possible could you give me some hint on how to do it? Or if there are already elements that have similar behavior?
