Turned out that my board was not supported.

I have acquired the latest CVS snapshot and reinstalled everything again.  I
have installed the 5.x e1000 driver this time.  Now I get the following message.

"conf/udpcount.click:18: While initializing 'ToDevice at 6 :: ToDevice': 
 warning: not compiled for a Click kernel with transmit notification
 warning: can't get dev transmit notification: not compiled for a Click kernel"
I have only modified the interface specific information regarding the IP and the
MAC.  I looked in the INSTALL but could not find anything relating to what has
to be set to get rid of the warning.
