[Click] Queue Capacity and RatedUnqueue

Hi Giovanni,

Yes,  but *if you do use Unqueue* instead of RatedUnqueue, do you still observe 
drops?  Run this experiment.

Does your configuration include ToDevices as well as PollDevices?
