I'd suggest you take a look at conf/make-ip-conf.pl. 

Bandwidth shaping and latency are controlled by elements such as
BandwidthShaper, BandwidthUnqueue, RatedBandwidthShaper, LinkUnqueue, and
the like.  Installing Click will install manual pages for these elemnets
(and every other element).
