Hi,

I think first thing you should do is to try a very simple configuration..

like:

PollDevice(eth1)
->Counter
->Idle
->ToDevice(eth2);

PollDevice(eth2)
->Counter
->IDle
->ToDevice(eth1);

And see if you get the same loss. Have u made sure that there is no extra 
traffic in the system. What is the hardware of your machine?
