[Click] VLANs (802.1q)

Hi,

well, there is already a prototype of a VLAN enabled switch. It's not
implemented by me, however, so I've asked him to wrap up some things and
send it to the list. I expect it will be sent shortly. I think the VLAN
enabled spanning tree is not yet fully working.
