ToDevice packet rejects

I got these packet drops message when I was trying to send packets out
from a 9.6Mbps source
on a 10/100M Fast Ethernet card (from 3Com, 3c90x family ) I have a
700Mhz cpu. 
Here is the configuration :

RatedSource -> Queue -> BandwidthShaper -> Myelement -> ToDevice;
Myelement varies the Shaper rate to control output traffic.

Do you think 
there is a problem with the element or the ethernet device
configuration?

Any suggestions??
