Intserv and RSVP with Click

Hi Adam!

As far as I know, no one has done work on RSVP and/or intserv in Click.
However, Click routers can easily maintain arbitrary state. We have NATs,
connection tables, all kinds of things. RSVP or intserv would probably work
pretty well. Someone just has to write the elements.
