Software router for Win NT or Win 2000

Would you know of a software router that we could use on a Win NT or Win
2000 computer ?

The computer has two network cards and we need to transfer data (incl. FTP
and directed broadcast) from one network to the other and we believe we need
a software router to do that.  
We would like also to establish a link between one unit connected to one of
the network card to another computer using an RAS/telephone link and it
needs to support the FTP transfer and directed broadcast.  Any suggestions ?
