Installing Click to run under Cygwin

Hi Ian,

Libpcap is required to give Click access to the network (sending and
receiving packets). If you don't need access to the network, you can
probably ignore the warning. You can still process traces, for example.

If you need access to the network, a Google search for "cygwin pcap" turned
up several interesting hits, including:
