userlevel FromDevice

Currently, userlevel FromDevice sets the packet timestamp annotation to the
time the packet was received *at user level*. (If FromDevice uses libpcap,
it sets two user annotations to the kernel's timestamp. All timestamp
behavior was undocumented.)

I am going to check in a change that sets the pcaket timestamp to the
*kernel's* timestamp (and does not set any user annotations). If you want
the user-level timestamp, try the SetTimestamp element.

Hope this doesn't cause too many problems.
