[click] tools update

Hi,

I just checked in a lot of code to the tools branch of Click CVS. I'm
trying to make the tools a little more rational, so someone other than me
would have a chance of writing one. The tools may not be super-stable for a
week or two. If you have problems, please write the list. Also, if you need
immediate relief, re-check-out the "tools" directory on the "nov01_tools"
branch, which precedes the changes.
