SCOPE:
The role of the Internet has undergone a dramatic change from an 
unreliable communication medium to a critical infrastructure for 
a myriad of distributed applications and services with various 
requirements for reliability, security and QoS guarantees. This 
requires fundamental rethinking of the traditional best-effort 
philosophy that pervades the present service and communication
architecture. Next generation distributed network systems and
applications would have to offer different levels of service to
different users, give contractual performance assurances on critical
services, adapt to unexpected load conditions and resource
limitations, support client heterogeneity and mobility, deal 
gracefully with congestion and overload situations, and monitor 
distributed resource consumption for accounting and QoS control 
purposes. This special issue seeks papers describing significant 
research contributions in the field of QoS-sensitive architectures
for such network applications and services. Authors are invited to 
submit full papers concerned with both theory and practice. Areas 
of interest include, but are not limited to:

	- QoS in distributed computing
	- Architectures for web QoS
	- QoS-sensitive advanced multimedia applications
	- E-commerce QoS
	- QoS in distributed collaborative systems
	- QoS-enabled middleware
	- Impact of QoS on network caching strategies
	- Adaptive QoS architectures
	- Differentiated services and QoS
	- QoS and pricing
	- Security as a QoS dimension  
	- OS support for QoS-sensitive communication

IMPORTANT DATES:
	Paper Submission Deadline: 		March 15, 2000   
	Feedback to Authors: 			May 15, 2000   
	Final Manuscripts to Publisher: 	June 15, 2000   
	Publication of Special Issue: 		Late Fall 2000

Submissions made to the special issue should not have appeared in, or 
been submitted to other archival publications. All papers will be 
subjected to the journal's usual refereeing process. The guest editors 
request potential authors to send an email to Klara Nahrstedt
(klara at cs.uiuc.edu) or Tarek Abdelzaher (zaher at cs.virginia.edu), with the
submission as attachment in postscipt or PDF format, or giving a URL
where a postscript or PDF version of their submission can be downloaded.
