[Click] Why click can't receive packet unless I start TCPDUMP?????

You're forgetting to include PROMISC true

on the FromDevice instantiation.

Without this, click only sees packets destined for the host unless something else (eg, TCPDUMP) also puts the interface into promiscuous mode
