[Click] Change data rate during execution

RatedSource provides handlers that allow the rate to be changed dynamically.

Please investigate the RatedSource.rate handler.

It can be set using a Script element, or using a ControlSocket (if at 
userlevel) or the /click filesystem (if on a kernel).
