[Click] Generate local Click element documentation?

Hi Bart,

Just found this!!  I've attached the $DOCDIR/template and $EXDIR/template we 
use.  However, in the current Click site, we do this differently -- we create 
Dokuwiki-formatted files rather than HTML.
