I realise this question wasn't addressed to me, but have you looked at
the Click Elements page? It says there are three elements which handle
GRE [1].

CheckGREHeader   checks GRE header
GREEncap             encapsulates packets in static GRE header
StripGREHeader     strips outermost GRE header

Hopefully they contain the features you need. If not I'm sure it will
be easy to add.
