[Click] ToDevice reject vs. hold

Hello,
  Serveral months ago, when click 1.6.0 was getting ready for release, I
reported a problem where ToDevice will reject packets.  I thought that it was
due to my hardware; however, now I get the same issue where ToDevice rejects
packets.  In my script, I just have UDPGen feed into ToDevice.  I have the
following hardware:

Two 64 bit dual-corre[AMD] K8 [Athlon64/Opteron]
Ethernet controller: Intel Corporation 82571EB

I think from a philosophical perspective, it makes sense for the device to hold
on to a packet if it can't TX it, rather than dropping it, as ToDevice was the
element which pulled the packet in the first place.  I made a simple change to
ToDevice, which now results in no losses when transmitting packets.
