[Click] cable check

Hi Pieter,

I finally, finally tracked this down and fixed it (at least for some simple 
tests).  Carrier check should work on the current git sources.  That means if 
a link gets unplugged, the corresponding element's DOWN_CALL gets called; and 
if the link is re-plugged, UP_CALL gets called.
