Dave,

In fact it's a little harder than I expected. In the current filename / and ~ 
are already allowed and parsed with cpFilename. And that's a little bit 
harder to change, lib/confparse.cc is full of references to that function. 
So yes, it is possible to do. But then you have to change that implementation 
too...
