[Click] Click, PollDevice and NAPI

Hi Mark,

Unfortunately, Click polling is entirely independent of NAPI.  It's not 
entirely unfortunate since Click polling has less overhead -- or it did, 
at least, a couple years ago.  Love to look at patches.
