[Click] runtime reconfig metrics etc

hi there -

metrics questions regarding router live reconfig

- any measurements on overhead involved - as far as response time, thruput 
and the like

- any measurements on the maximum rate at which we can live reconfig - so as 
to "thrashing" like behavior. that is, i want to say change a queue capacity 
(simpler) or even add new queues (more overhead) based on some 
measurements...at what rate can i do this so as to not compromise too much 
on performance...


oh, and are docs available on how i can live reconfigure...the docs for that 
sections are empty...

and another oh, any stats on how widely click is being used...need to 
justify using it for ourselves...
