[Click] packets not seen by click unless tcpdump running

Yep, with PROMISC=true my test box sees all the packets it ought to, 
even with tcpdump not running.  So I guess that sorta fixes it, I'll 
just put in a filter to get rid of the promiscuous packets.

I'm surprised nobody else has mentioned this issue.
