[Click] userlevel fromdevice

I'd like to keep it so that FromDevice can be compiled with or without 
-lpcap, is all.  (Also, pcap doesn't always use the most efficient way 
of getting packets out of the kernel.)  It'd be OK if FromDevice used 
pcap when it was available.
