If I remember correctly I once struggled the same issue (IP router 
config have better throughput than a very simple configuration). Maybe 
you can try the IP router configuration to see if you reach better 
performance for the complex IP router configuration.

I never solved this issue (I only needed the IP router config results), 
but the solutions/tests Giorgio has proposed may work.

I would be pleased to hear the results.
