[Click] Queue Capacity and RatedUnqueue

Eddie, 
I have used the Unqueue element and i have not noticed drops in the queue.
The problem is that using the Unqueue, I can set the BURSTSIZE value, but probably I cannot shape the 
output rate to the wished value.

Of course, I have used ToDevices as well as PollDevices element.
