[Click] Meter outgoing bandwidth

Hi,

 I am trying to use Click to control bandwidth available through a card,
i.e. even if the card is connected to a 100Mbps link,  I want it to
pretend it is on a 10Mbps link.

 It is fairly easy to control the incoming bandwidth by:

FromDevice(eth0) -> in::BandwidthMeter(xMbps) -> ToHost

Is there a similar way to control the outgoing bandwidth too?
