[Click] module click: used count is 10 after click-uninstall

Hi Eddie

1. reboot
2. lsmod <empty>
3. click-install -V test.click
 click-install: Installing proclikefs (/usr/local/lib/proclikefs.o)
 click-install: Installing Click module (/usr/local/lib/click.o)
 click-install: Mounting Click module at /click
 click-install: Writing configuration to /click/config
 click-install: Waiting for errors
 click-install: Done
4. dmesg
 chatter: starting 1 thread
 click: starting router thread pid 525 (d8871500)
 chatter: ok:   40 | 30324908 30984230 49832094 30948876 78698725
 chatter: ....
 chatter: ....
 chatter: ....
 chatter: ....

Thats weird.
If I create a router with any other configuration, click module count increments
by one and finally decrements by one when it is stopped. So it stays on 10.
