That duplicate lookup is necessary to determine where the error message
should go. The redirect message, remember, has a different destination than
the original message did. The redirect's destination equals the original
message's source. Most of the time, the redirect will be sent to the
interface that received the packet, but not all the time, so the lookup is
required.
