Hi,

Probably you're on the wrong list for answers on examination questions
;-), but nevertheless:

almost surely not as private destination addresses are not forwarded in
the Internet (per RFC ...).

However, if the host is behind a NAT router and there is port forwarding
on that NAT router, then for some services
it can reach that private host by using the public address of the NAT
router.

So, it depends on the details of the configuration.

Of course, you can also use VPN services to connect to that private
host, which probably needs
'registering in/at a server'.
