copyright status of etc/diagrams/*.mp

Hi,

There is no copyright notice in the etc/diagrams/*.mp files. 

Per the LICENSE file:

 * Portions of this software have one or more of the following copyrights, and
 * are subject to the license below. The relevant source files are clearly
 * marked; they refer to this file using the phrase ``the Click LICENSE file''.

this would seem to imply that the *.mp files are not copyrighted.

I would like to use a slightly modified samp04_iprouter.mp, and would
attribute it to the TOCS paper (via a citation). Is this okay?
