[Click] will the local-out packet travel click path?

You can have all packets destined for a given subnet pop out of an element
and travel through the Click configuration: see FromHost. But packets not
destined for some FromHost will never touch the Click configuration. (Well,
not quite: in polling mode, they go to the device driver via the ToDevice
element. But they only touch ToDevice.)
