[click] KernelTap

I'm going over KernelTap on Linux, since it currently requires ethertap,
which is supposedly obsolete. The new way is universal tun/tap
(Docuemntation/networking/tuntap.txt)

It looks like the "tap" module (= Ethernet headers) in tuntap.txt requires
that the userlevel side do ARP. This makes sense to me. Why doesn't BSD do
that? Or maybe should we implement "tun" instead of "tap" (= no Ethernet
headers at all)?
