[Click] Canonical IP Stack Config?

The Click IP stacks available (see click/conf/make-ip-conf.pl, for example)
do not support all the functionality you want. Specifically they don't do
RARP, bridging, VLANs, or multicast. Some of the elements necessary for
that functionality do exist, it's not linked in to our default
configuration.
