Simple click config is VERY slow on our system; also the PollDevice doesn't work on our tulip.

You definitely do. ARPQuerier puts an Ethernet header on top of the packet,
so it's probably not meaningful unless the IP header is the first thing in
the packet.

Maybe it should check this property on its input packets.... Any thoughts,
team?
