Thanks for the GUI screenshot, it totally made this easy to debug.

You are missing a CheckIPHeader or MarkIPHeader element. These elements set
the IP header annotation, which most IP-related elements (including
DecIPTTL) require.

CheckIPHeader does lots of checks to ensure that a packet is a valid IP
packet. You may want MarkIPHeader, which just sets the annotation.

P.S. You don't need the GetIPAddress element any more, actually, b/c
CheckIPHeader will do it for you.
