building limited functionality click

here's what i would like, in order to build a small click on the ipaq.
i would like a tool that, given a click configuration (or a set of
configs), plus maybe a list of a few other elements, produces a
userlevel click binary that has just the elements needed to run the
specified configuration (or set of configs) (plus specified extra
els).

you might say, well that's not a very flexible click.  but i am using
it on the iPaq, it's not like i can edit up the config files; i edit
them on a PC and download them, so i can just as easily produce a new
click binary.

i am not having much success simply excluding elements from the
makefile, i have to figure out how to regenerate the elements.o file.
anyway, an automated system would be better anyway.
