user packet annotations

Hi Kyle,

Maybe you haven't updated your CVS repository in a while. packet_anno.hh is
definitely there, as is user_anno_c. Check/update your CVS repository.
Maybe you got stuck on a branch, like the RELEASE_1_1 branch or something,
that happened before packet_anno.hh.
