CPU scheduling in kernel environment

Hi,

I refer to section 5 (Kernel environment) in "The Click Modular Router".
I wonder where i can find the source code that loops on the task queue and
runs each task at a time. Also, where actually the "driver voluntarily gives
up the CPU to Linux from time to time" and how actually can i control it
using ScheduleLinux element (any limitations?)
