I have changed several element names in the Click repository. My apologies.
Some configurations will need to be updated.

	OLD				NEW
	Meter				BandwidthMeter
	Shaper				BandwidthShaper
	PacketMeter			Meter
	PacketShaper			Shaper
	SlowPacketShaper		SlowShaper

Also, I changed the outputs on the RatedSplitter element to make them more
consistent with Meter. That is, RatedSplitter(K) now sends K packets per
second out on output _0_, and the rest on output _1_. This is the opposite
of what it used to be.

I will check these changes in to the Mazu repository when I get a ping
saying that would not screw anybody up.
