My preliminary feeling is that you could report the slowdown in userlevel
Click with some degree of confidence that this would also hold in the
kernel. 

The routing table problems you describe are no surprise. Clcik's routing
table implementation is absolutely trivial and not at all optimized. We
looked around for a better implementation, but the ones in the literature
had all been patented, so we moved on to other things.
