So the packets are actually being received at the sink machine?

I don't think the IP ID is a likely culprit. The UDP checksum is more
likely. Try this -- on the source configuration, insert 

CheckIPHeader -> CheckUDPHeader

in between UDPIPEncap and EtherEncap. Does this print out any 'drops'
messages?

I also find it quite odd that the Ethernet destination address is
0:0:0:0:0:1.
