Your idea should work fine. However, we will release a new version of Click
(v1.0.5) early this week that has hot-swap installation. This means that if
you run `click-install -h NEWCONFIG', and NEWCONFIG's Queues have the same
names as the old configuration's Queues, then packets will not be lost.
