[chord] a quest about chord

Hi, I am a Chinese student and have a question about Chord. The question is "How the chord ring bootstrap or the chord ring is created when the computers is truned on and no one is in the chord ring?". From the paper, when a node wants to join the chord ring, first, it shoud find a node that is already in the chord. But how this node do, if it is the first node want to "join" the chord ring? wish your answer, thanks.
