[chord] howto and faq update

I just updated the Howto and FAQ to better reflect the current state
of the source tree.  It should reflect how to start up the MIT
distribution and includes a veiled reference to a semi-stable snapshot.
The FAQ also now includes links to a few papers that use the MIT
distribution and some alternate implementations of Chord.

Let me know if you find any mistakes, omissions, etc.
